I have tried using setup.exe to download via direct, IE5 and proxy. All 3
fail the same way. I am knowledgeable in using FTP, and am willing to try to
download the packages this way, but, as others have pointed-out, I shouldn't
have to, given that setup.exe is the stated "proper" method. It also appears
that using stand-alone FTP is a 'caveat emptor' situation.
I have also replaced setup.exe with a new download and that did not make a
difference.

Sure. Have you tried either of the other two connection methods (proxy, IE5)
