Subject: RCS commands broken with cygwin-1.3.11-3

The co command from RCS, fails when run under cygwin 1.3.11-3.
I have reverted to 1.3.10-1 and this fixes the problem. I discovered this
when using the CVSweb script, which works but fails to generate diffs, it
dies with:
co: input error: No error
co aborted
rcsdiff: /path/to/cvs_file,v: co failed
