Note that if the make package were now to be re-compiled, it would use
these new fields automatically, which is part of the reason I made the
change. But: it's not an automatically good thing for make to use this
information since many file operations don't preserve the sub-second
information (cp, for example, even with the --preserve flag). If the
make package were to be re-released and it was decided that it
shouldn't use the sub-second file times, there is a
`--disable-nsec-timestamps' option to configure.
