I didn't mind; DSL made it fairly painless and I'm pleased to be rid of
the old-style caches.  I'm pretty sure I got the latest (at the time)
setup.exe and tried both to update my 'old' installation and fetch a
completely new one with the same one, but as mentioned in a different
branch of this thread, I may have switched mirrors at the time.

You should never need to do this..

I suspect that the fixed setup.exe happed at the same time as you doing

The workaround that worked for me was to delete everything (actually
rename my cygwin root) and start over.  I had stuff from 'the old days'
before each site you downloaded from had its own cache directory and it
was nice to get rid of that too.  I haven't seen the problem since (only
a couple of minor updates in that time, but it looks promising.)

Hi

I appear to still have problems running the cygwin setup program from
the cygwin homepage. I reported this a while back, and using the latest
snapshot seemed to fix the issue, however the snapshots have gone and
the latest setup gives me the problem. The problem is that whenever i
run setup, once i get to the download part i get the "Download
incomplete" error box every time. This seems to have been an issue for
me for some time, and i can;t think it's anything at my end, given i'm
simply running the setup program.
