The workaround that worked for me was to delete everything (actually rename my cygwin root) and start over. I had stuff from 'the old days' before each site you downloaded from had its own cache directory and it was nice to get rid of that too. I reported this a while back, and using the latest snapshot seemed to fix the issue, however the snapshots have gone and the latest setup gives me the problem. The problem is that whenever i run setup, once i get to the download part i get the "Download incomplete" error box every time.
