I also have determined that three packages that are in
/etc/setup/installed.db
are missing from /etc/setup:

	C:\cygwin\etc\setup\openssh.lst.gz File does not exist
	C:\cygwin\etc\setup\popt.lst.gz File does not exist
	C:\cygwin\etc\setup\python.lst.gz File does not exist

and these are the ones that I have seen to hang during uninstall.
