First, wrong mailing list. Use cygwin-xfree AT cygwin DOT com, where I have
redirected this discussion. (Make sure not to reply-to-all since that would
send yet another email to the cygwin AT cygwin DOT com mailing list.)

You mean you've looked for XWin.exe (that's the exact capitalization and
extension)?
From a Cygwin bash prompt, run:
cat /etc/setup/installed.db | grep XFree86
You should get ouput something like:
XFree86-base XFree86-base-4.2.0-1.tar.bz2 0
XFree86-bin XFree86-bin-4.2.0-1.tar.bz2 0
XFree86-doc XFree86-doc-4.2.0-1.tar.bz2 0
XFree86-etc XFree86-etc-4.2.0-1.tar.bz2 0
XFree86-f100 XFree86-f100-4.2.0-2.tar.bz2 0
XFree86-fenc XFree86-fenc-4.2.0-2.tar.bz2 0
XFree86-fnts XFree86-fnts-4.2.0-2.tar.bz2 0
XFree86-fscl XFree86-fscl-4.2.0-2.tar.bz2 0
XFree86-html XFree86-html-4.2.0-1.tar.bz2 0
XFree86-lib XFree86-lib-4.2.0-3.tar.bz2 0
XFree86-man XFree86-man-4.2.0-1.tar.bz2 0
XFree86-prog XFree86-prog-4.2.0-1.tar.bz2 0
XFree86-startup-scripts XFree86-startup-scripts-4.2.0-2.tar.bz2 0
XFree86-xserv XFree86-xserv-4.2.0-5.tar.bz2 0
The key package here is XFree86-xserv. Please report your version number for
this package.
