That seemed to work for the steps I outlined.

...However, just to let you know, upon success I decided to really give it a
try, and on a machine in which I had previously installed cygwin, I decided
to get the latest packages and this time I chose the 'reinstall' option,
clicked on view and selected everything the was marked as 'skip', then
clicked next to continue with the install and the setup failed once again at
the same spot, on the same package, with the same error.  This is no big
deal, since I now have my successful download on the other machine to use,
but I thought that i'd let you know.
