I say this over and over again but I guess it can't be repeated enough.
These types of questions can be best answered at:

http://cygwin.com/packages/


In this case, the search is a little finicky (or at least it seems that way
to me).  Search for "png" only.  You should find what you want in 
libpng2/libpng2-1.0.12-1.

Try it.  You'll like it! ;-)
