For pq.dll, I get the following:

 vma:            Hint    Time      Forward  DLL       First
                 Table   Stamp     Chain    Name      Thunk
 00010000       00010040 00000000 00000000 00010630 0001014c
                ^^^^^^^^                            ^^^^^^^^
[snip]
        The Import Address Table is identical
        ^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^

So, the rebase problem seems to be caused by something else.
