After a little experimentation, it appears that it doesn't matter what the file is called - if there's any file in the top level of the local directory with the format of a setup.ini file, it gets used for determining the timestamp to put in /etc/setup/timestamp. But its contents thankfully don't take precedence over the real setup.ini in the http%%... subdir.
