In the CYGWIN setup, when it asks for 
Install from Internet
Download from Internet
Install from Local Directory

You select Download from internet
I have used the following ftp site, it works great.
ftp.nas.nasa.gov

Once, you are done with downloading the packages, then again run setup
and now select 
Install from Local Directory
