This may be where some of my MAJOR confusion is coming from.......

I do not use cygwin nor do I have it installed on my NT machine......I
am using a new windows dd port that was announced on a SANS webcast
yesterday.....

When I emailed <fileutils-bugs AT gnu DOT ai DOT mit DOT edu> and told them my problem
originally, they told me that my notation should work and to contact the
cygwin people......

I tried your notation (/dev/fd0) but of course it doesn't work cuz I am
not using cygwin........So I am not sure who to turn to now........

Um.  No, you weren't.

Where did you get //device?  This is not what is documented.

Use /dev/fd0.  That's what is suggested in the documentation.

You'll also probably be safer using cygwin notation for all of your
filenames, i.e.:

dd if=/cygdrive/d/dd/boot2.img of=/dev/fd0

Calm down.

The other way doesn't work anymore.  That's why there is an advisory
about
Cygwin 1.3.4.
