Thanks for the response.  As indicated, the CVS sources were downloaded and 
built/installed from CygWin.  The same error occurred.  Tried your suggestion:

	cvs -d c:/cygwin/usr/local/cvs-repository update

result:

	c: Unknown host

Any other possibilities?
