Since GNU Emacs is not a Cygwin application, such a query is off-topic
for this list.  I refer you to <http://www.gnu.org/software/emacs/>.

XEmacs, on the other hand, *is* ported to Cygwin, but likewise I refer
you to <http://www.xemacs.org/>.
