I've check the Win2K event viewer, it seems the problem came from file
permission when Squid tries to access /var/log/squidcache.log. This is the
attribute:

-rw-r--r--    1 SYSTEM   SYSTEM       3852 Feb 15 11:54 squidcache.log

any advice?

Then maybe pass -p "/usr/bin/squid -N" to cygrunsrv.
