I'm not going to argue that setup.exe shouldn't have installed this 
package for you if others that you have installed depend on it.  That's
a given and if it's really the problem, you should report the package(s) 
that depend on cygregex.dll to the list, since their dependencies will 
need to be updated (unless it's a bug in setup.exe that's keeping this
package from being installed even if it is listed as a dependency).  All
that's a given and, at this point, pure philosophical.  You need to 
determine what's happening on your system and whether it's a dependency
problem with the packages (i.e. they don't have a dependency they need)
or a setup.exe problem.

I directed you to the FAQ I did since it answers your original question.
If you look down the list of packages, I'm sure you can figure out which
one contains the 'cygregex.dll'.  I was giving you the pointer to answer
the question of 'How do I find out what package has "X" in it?'  If you
have questions like that in the future, http://cygwin.com/packages/ is 
the place to look.
