Are you running the PostgreSQL that is part of the standard Cygwin
distribution?  If so, then we have the following:

    $ tar -tjf contrib/postgresql/postgresql-7.1.3-2.tar.bz2 | fgrep README
    usr/doc/Cygwin/postgresql-7.1.3.README
    ...

Anyway, try the following:
