Probably not even appropriate for THIS mailing list, Chris.  This is 
pure windows programming -- what does it have to do with cygwin?

I think you need to pass a non-shell-escaped filename to the windows 
CreateFile function:  h=CreateFile("c:\bin\cygwin",...
