I don't have tcsh, but I played with bash and command shell. I have 
cygwin 1.3.3-2 and winnt4.0sp6

cmd.exe:

 >ls *
(lists everything recursively)

 >echo *
*

 >ls "*"
ls: *: No such file or directory

 >echo "*"
"*"

bash:

 >ls *
(lists everything recursively)

 >echo *
(echoes everything in .)

 >ls "*"
ls: *: No such file or directory

 >echo "*"
*
