From an rsync mail list I have determined that using "--modify-window 2" on
the Windows 98 box fixes the problem.
Now only the updated files get copied.

"The option was added to copy between PC filesystems that have a timestamp
granularity of 2 seconds and Unix filesystems that have a granularity of 1
second."
