Yep, there are several :)

One way is to get the winsup-src tarball from the snapshots
page on cygwin.com: http://cygwin.com/snapshots/

Or you can fetch from CVS - look at this page:
http://cygwin.com/cvs.html


The setup source is found in the winsup/cinstall
directory.
