Never mind; I just read through /usr/doc/Cygwin/rxvt-2.7.2.README and realized
that Rational had set the environment variable 

	DISPLAY=:0.0

once I set that to 

	DISPLAY=:0

and rxvt comes up like normal.

NOTE: since I was using rxvt as part of my CYGWIN.BAT file, I had to do:

	chdir \cygwin\bin

	set DISPLAY=:0
	rxvt -e bash --login -i

in order to make sure that rxvt worked properly.
