A good start would be to review the mail archives for today where this 
subject has already been discussed at least twice (reviewing the mail
archives for an issue is *always* a good idea).

Anyone that would like to investigate this issue and provide a patch
for the case where "/" is the cygdrive prefix is more than welcome to 
do so.
