It looks like this for me:

#if defined(__STDC__) || defined(__cplusplus)

#define SIG_ERR ((void (*)(int))-1)     /* Error return */
#else
#define SIG_DFL ((void (*)())0)         /* Default action */

#define SIG_ERR ((void (*)())-1)        /* Error return */
#endif

Have you tried to define __STDC__ to see if it makes a difference,
though I built mysql-4.0 (not from CVS) and I had no major problems
like you have.
