     Check to make sure that the file the service is trying to start is
cygrunsrv, not sshd.  You have to use cygrunsrv to control the service, with
the path to sshd as a param for the service.

"ImagePath"="C:\\Cygwin\\bin\\cygrunsrv.exe"
