Another guess:  You have $VIM set to a directory containing
a native windows version of vim.  And there's a global vimrc
file containining a `set shell=...' line.  Or $VIMRUNTIME.
Or $VIMINIT.

Or did you check that you don't have a .exrc and  .vimrc
file, containing different settings?
