I've made an updated version of cygwin available.

This version of cygwin1.dll/libcygwin.a is built with a newer version of
binutils so it should now work with the "new" --auto-import abilities of
'ld'.

Corinna has also fixed a problem with getopt().

Additional changes from -2 and -3 include minor mmap and tty handling
fixes.
