What are the contents of your C:\windows\desktop\contrib and
C:\windows\desktop\latest folders? Did you download all the packages, or
only certain ones? Have you tried deleting whatever fragment of a cygwin
installation that you have, and deleting c:\windows\desktop\contrib and
latest and setup.ini, setup.log cygwin.bat etc; and downloading again?

I have reset the reply to cygwin AT cygwin DOT com, please send future mails
there. There really are other people on the list who might even be
better at helping you and diagnosing your problem than me :-)
