Geesh, 

Go to www.cygwin.com and use setup.exe to download/install the packages and 
your best bet is probably to just select all packages (at least I think so for 
the currently accessible web version of setup).  Answer all the questions and 
whatever you tell setup to use as the root directory is where it will put all 
the packages including cygwin (if you select or leave it selected  so it knows 
to)
