Me is: 'All'    'Admin'                         'NT4',
but that should make no big difference (I hope so).

Cannot verify this here:

$ cygrunsrv --version
cygrunsrv V0.94, Oct 19 2001

Is this the latest version?

$ set | grep CYGWIN
CYGWIN=$'ntsec binmode tty nowinsymlinks notitle check_case:strict'
CYGWIN_ROOT=/

And all the rest of the recent installs seems to be o.k. (e.g. gdb:
-rwxrwxrwx    1 Administ Administ  1698304 Oct 19 21:20 /usr/bin/gdb.exe*

Just loading down the latest latest gdb, after install i got the same
as above.
