They use it explicitly for their mysqlc. mysql and mysqlc are the comman
line tools for MySQL, while mysql offers just limited text line editing
capabilities, mysqlc offers readline editing. And - as Robert already
mensioned - they state this explicitly in the manual (Ch. 4) with the demand
to copy this file to the Windows system directory.

So they violate the license and even more they create a number of Cygwin
users breaking their environment!
