Alternatively try: http:/gcc.gnu.org and look through their newsgroups,
documentation, etc.

I suggest this is the wrong list?
Or did you download Cygwin?

If you want Cygwin with all (note: no C# is included), get setup.exe
http://www.cygwin.com/setup.exe save to your harddisk, execute it and
let the setup-tool do the install.
