There is an updated version in the Cygwn-Archive:

Your problem is a basic one:
the TeXMF from teTeX has to be installed first:
before the Cygwin teTeX distribution.
Consult the Archive to get more about the story.

Accordingly, try the fellowing:
1] uninstall the Cygwin teTeX distribution;
2] reinstall it.
