Doesn't this message seem more annoying than the usual advertisement email?
It's hard to believe that someone would bother writing a program to
automatically take a picture of a web site just so they can send it to the
owner (guessing that the owner would be cygwin AT cygwin DOT com) as part of an ad.

BTW, has anyone noticed that nobody uses HTML email other than junk
emailers?
