Please don't propagate franke archives. They have to pay for every MB
of traffic.  Today I looked at ftp.uni.erlangen.de and the mirror there
is up to date again.  There is also another mirror in Germany, 
not that fast as uni-erlangen but also aleays up to date:
ftp://ftp-stud.fht-esslingen.de/pub/Mirrors/sources.redhat.com/cygwin/

BTW, they are also mirroring the rest of sources.redhat.
