As with Unix, there are certainly ways to do this through either shell
scripts, functions or aliases replacing /bin/rm, but the quick and dirty
answer is "no".

Does rm in cygwin have any failsafe for dumb users?

If a user accidentally deleted a file with rm is there any way to
restore
