Never mind.  Although it is/was repeatable with the 
run-mkgroup/CYGWIN=ntsec/no-existing-/etc/group scenario, I just had it 
happen again while I was innocently running setup.

My hardware is probably damaged, not just my previous NT software 
installation.  @#$!&#$.
