I just tried the above and it works for me.  I'm using 2000 -- IIRC, you
are using NT 4.0.  Correct?  Although, this should not be relevant.

The site and re modules are not missing from the tarball:

    $ tar -tjf python-2.1.1-1.tar.bz2 | egrep '/(site|re)\.py$'
    usr/lib/python2.1/re.py
    usr/lib/python2.1/site.py

Please do the following and report back:

    $ python -c 'import sys; print sys.path'
    ['', '/usr/lib/python2.1', '/usr/lib/python2.1/plat-cygwin', '/usr/lib/python2.1/lib-tk', '/usr/lib/python2.1/lib-dynload', '/usr/lib/python2.1/site-packages', '/usr/lib/python2.1/site-packages/python-ldap']
    $ ls -l /usr/bin/*python*
    -rwxrwxrwx    1 Administ None       510464 Aug 23 10:44 /usr/bin/libpython2.1.dll
    lrwxrwxrwx    1 Administ None           24 Sep 14 08:54 /usr/bin/python.exe -> python2.1.exe
    -rwxrwxrwx    1 Administ None         3072 Aug 23 10:44 /usr/bin/python2.1.exe
    $ ls -l /usr/lib/python2.1/site.py /usr/lib/python2.1/re.py
    -rwxrwxrwx    1 Administ None          817 Aug 23 10:42 /usr/lib/python2.1/re.py
    -rwxrwxrwx    1 Administ None         9041 Aug 23 10:42 /usr/lib/python2.1/site.py
