You can disable the media sensing feature in W2k if you are
so inclined (read the applicable warnings about mucking with
your registry).
Microsoft's site has an article about it. Go to MSDN and
search the knowledge base for Q239924 or perhaps this
link won't get garbled in transit:

Solves the problem for "some" adapter/driver combinations.
But in some cases you end up doing ipconfig /release adapatername
followed by ipconfig /renew adaptername to renew your DHCP
lease after you reconnect.

Brute force and trial and error saves the day!
Using DHCP does not seem to help in my case. W2k disables the driver (and
therefore loses its IP address) when a cable is not connected to the
ethernet adapter. Fortunately, TCP/IP still works for 127.0.0.1. This
loopback address works even if the loopback adapter is disabled.
So, although some programs (j2sdkee) require the loopback adapter driver to
be running in order for the installation to succeed, this driver can be
disabled after installation and the loopback functionality will still work.

Doesn't it work when the ethernet card is installed but not connected to a
network? I don't have any trouble running W2K as a DHCP client when I'm
not connected to a network. The DHCP client SW gets me a default IP
address when I boot up off the network and my last lease is expired...
