My first guess would be firewall?

With a domain name like sandia.gov, I'd say it's
not out of the question.

From the FAQ:

  ... keep in mind
that the GUI installer is a "work in progress", so there might be a few
difficulties, especially if you are behind a firewall or have other
  specific requirements...

A quick test would be to try the windows ftp command line and
see if you can reach the mirror site in question via that means.
Example:

c:\> ftp ftp.sunsite.utk.edu
...
ftp> cd /pub/cygwin/

If you can't get there that way, your firewall may be
blocking the FTP port (port 21 right?)

Don't know if there are HTTP mirror sites of cygwin?

Maybe there is some site out there where you can download
from FTP sites via an HTTP redirector? I don't know of
any, but sounds like a cool idea, huh? Or perhaps your
company has an internet FTP gateway where you could go
download manually via that means? If so maybe you could
download it all (preserving the directory layout of course)
and then run setup.exe against "local" instead of "internet"?

Attempting to download cygwin. Running setup.exe, but just looping in
the window that gives you options

		download from internet
		installl from internet
		install locally

using download from internet and getting nowhere. Suggestions??

Thanks.
