It is heartily recommended by the developers
that you install all the packages for cygwin.
Then you won't be missing any dependencies.
"cat" is in textutils.

Although I downloaded 300Mb of t=what seemed like the most likely
packages, I don't have cat, and nothing in the docs says where to find
