Yes.

I've tested other options on Win98

Logoff      : rundll32 shell32.dll,SHExitWindowsEx 0
Shutdown : rundll32 shell32.dll,SHExitWindowsEx 1
Restart     : rundll32 shell32.dll,SHExitWindowsEx 2
