Subject:	illegal operation

hi
i have downloaded the file setup.exe and in the setup
i do
-install from local directory
- load package directory : the place where i have downloaded cygwin
file  to
-install root : ex c:/cygwin
with default text file type - dos
install for                         - all

and now an illegal operation appear!
i don't know if i should downlaod another package with the setup.exe
file
