Check the email archives on this subject.  AFAIK, no one has undertaken 
the task.  Further insight to what's involved is in the email archives.

See the gcc specs file, unless you're referring to a cross compiler, in
which case you should look at http://sources.redhat.com/ml/crossgcc/.
