Alternatively, if that's the only place you have DOS line endings, and
you want to keep your top-level mounts binary, you could simply create
a new textmode mount for *that directory only*.  In my case, it was

mount -t "C:\cygwin\lib\gcc-lib\m68k-palmos\2.95.3-kgpd" /usr/lib/gcc-lib/m68k-palmos/2.95.3-kgpd
