I said that *I* did that.  I did it for the mail you're responding to.
I didn't claim that every other person on the cygwin mailing list
followed my practice.

It makes sense to ask for a Cc when you are not subscribed if you want
to ensure that you get a response.  I don't think that it makes much
sense to assume that you'll get a personal reply when you send a request
to the mailing list.

I know that I *hate* being Cc'ed when it is abundantly obvious that I'm
subscribed to a mailing list.  So, if I know that someone is subscribed
I do not Cc them.
