If you build a unix program, it can only be used in the cygwin enviroment.
If you use -mno-cygwin -D__MINGW32__, you can use it from a dos box.
If it is a windows program, and you used -mwindows, which makes it a full
fledged Windows program, you can use it else where.
Please take the extra cygwin dll and delete. Just use it from the cygwin
enviroment.
