Change the Cygwin Bash prompt shortcut target to 
%SystemRoot%\system32\cmd.exe /c C:\cygwin\cygwin.bat and save it.  Open 
the shortcut properties again, and you'll see that the check box next to 
"Run as different user" is now enabled - check it and save.

Now, when you run the Cygwin Bash Prompt shortcut, you will be asked for 
logon credentials under which to run it.
