Yes I'm responding to my own question. Thank you to everyone who sent me answers. Here's what I was doing wrong. 1) Do not move each *.tar.gz files. Leave them in there individual directories. 2) Make certain that the setup.exe and setup.ini are one level above your downloaded directories. That is to say, the directory structure should look the same as on the ftp site. <latest>, setup.exe, setup.ini | |-><ash> |-><autoconf> |->etc... Run the setup.exe from here.
